联邦移民局2010年6月25日公布推出联邦投资移民新政策，内容如下：

一、最新政策的要求

申请人及配偶的资产要求由原来的80万加币增加到160万加币，投资款将由原来的40万加币增加到80万加币。如果是通过融资方式进行投资，投资款将由原来的12万加币增加到20万加币以上，具体投资款数字未定。

二、实施方法

从2010年6月26日起暂停受理联邦投资移民的申请，直至新政策实施之日为止。新政策估计10月1日开始实施。在新政策下，联邦投资移民将分成两大类，一类是按照旧政策要求的申请，另一类是按照新政策要求的申请。批准名额估计每年约为1500个，新旧政策的申请将按照1：2的批准比例来分配名额，即每年约1000个名额旧政策的申请人，每年约500个名额新政策的申请人. 两类申请同时进行审理， 在新政策下递交的申请将走上VIP的快速审理通道。已递交的旧政策下的申请也可以按新政策的要求重新进行申请。

三、至于魁北克投资移民项目，将会与联邦投资移民项目同时推出相应新政策，但在实施之日前不会暂停受理申请，在此期间递交的申请将仍然按照旧政策进行审理，即80万加币的资产要求及40万加币（全额投资）或12万加币（融资）的投资方式。实施日期估计也是在10月1日。如要赶上“物美价廉”的末班车，必须马上准备申请材料，在9月底之前递交，切勿错失良机。否则，对于那些按照旧政策来说够80万个人资产，但不够160万个人资产，但是在犹豫不决的投资人，就可能望洋兴叹了……

Ministerial Instructions published in the Canada Gazette on June 26th have introduced changes to the Federal Skilled Worker program, the Canadian Experience Class and the Immigrant Investor Program.

Canada / Quebec Immigrant Investor Program  Regulation Amendments

On 26th June 2010, ending months of rumours and speculations, the Canada Gazette has published the proposed changes regarding the Federal Immigrant Investor Program. The Government of Canada proposes that amendments be made to the definition of “Investor” and “Investment” in section 88 of the Regulations that would:

- Increase the investment amount from $400,000 CAD to $800,000 CAD, and

- Increase the required Net Worth amount from $800,000 CAD to $1,600,000 CAD.

The proposed regulatory amendments to the definitions of “Investor” and “Investment” applicable to Business Immigrants in Division 2 of Part 6 of the Immigration and Refugee Protection Regulations where not specified in the Gazette.

As a result:

Federal Investor Applications Administrative Pause - Moratorium
After June 26, 2010 no more Federal IIP applications will be accepted. This temporary measure will stay valid until the proposed changes get implemented. Timeframe for implementation has not been established yet.

Priority Processing
Federal IIP applications received after the changes are enforced will be processed simultaneously with those applications received prior to June 26th 2010 at a ratio consistent with operating requirements.

Canada-Quebec Accord
Due to the Canada-Quebec Accord, Quebec will be synchronizing any increase to net worth & investment requirements with those of the Federal government. However, Quebec’s MICC has decided for the moment NOT to implement a moratorium on the Investor Program and WILL CONTINUE accepting files under the actual legislation until the new proposed changes are in force.

Coming into force

The above changes took effect on June 26^th 2010.
